उक्त बात प्रदेश के जलागम, पर्यटन, धर्मस्व, संस्कृति, पंचायतीराज, लोक निर्माण, सिंचाई एवं ग्रामीण निर्माण, मंत्री सतपाल महाराज ने बुधवार को इंदिरानगर स्थित जलागम निदेशालय परिसर में लोक पर्व हरेला पर वृक्षारोपण करने के पश्चात आयोजित कार्यक्रम में बतौर मुख्य अतिथि अपने संबोधन में कही। उन्होंने प्रदेशवासियों को हरेला पर्व की शुभकामनाएं देते हुए कहा कि हरेला पर्व उत्तराखण्ड की संस्कृति का एक महत्वपूर्ण लोकपर्व है। यह पर्व प्रकृति और हरियाली के प्रति हमें अपनी जिम्मेदारी का एहसास करवाता है। हर वर्ष श्रावण मास में मनाया जाने वाला यह लोकपर्व नई फसलों की शुरूआत का प्रतीक है। यह सामाजिक सद्भाव के साथ-साथ हमारी सांस्कृतिक विरासत का एक महत्वपूर्ण हिस्सा है।
जलागम एवं संस्कृति मंत्री महाराज ने कहा कि प्रदेश सरकार उत्तराखण्ड के प्राकृतिक संसाधनों और यहां की हरियाली के संरक्षण के लिए अत्यंत गंभीर है और इसके लिए हर स्तर पर प्रयास किए जा रहे हैं। हमारी वनस्पतियों और पेड-पौधों के कारण ही पानी संरक्षित होता है। उन्होंने प्रसन्नता व्यक्त करते हुए कहा कि जलागम विभाग द्वारा केन्द्र पोषित ‘प्रधानमंत्री कृषि सिंचाई योजना जलागम घटक 2.0’ तथा विश्व बैंक वित्त पोषित उत्तराखण्ड जलवायु अनुकूल बारानी कृषि परियोजना के माध्यम से हरियाली और पानी को संरक्षित करने के लिए लगातार प्रयास किये जा रहे हैं। जलागम मंत्री ने कहा कि मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में जलागम विभाग के अंतर्गत ‘स्प्रिंग एण्ड रिवर रिजुविनेशन एथॉरिटी (सारा) का गठन भी किया गया है। इसके अंतर्गत नौलों और धारों के संरक्षण में सभी प्रदेशवासियों की भागीदारी सुनिश्चित करने के लिए ‘भगीरथ एप’ बनाया गया है। इसके माध्यम से वह अब तक पाँच हजार से अधिक जलस्रोत चिन्हित किए जा चुके हैं।
श्री महाराज ने कहा कि प्रदेश को हरा भरा करने के लिए जलागम और पंचायतीराज विभाग को साथ मिलकर काम करना चाहिए ताकि हमारे जलस्रोत पुनर्जीवित हो लोक पर्व हरेला को मनाने का उद्देश्य पूरा हो सकें। उन्होंने कहा कि प्रधानमंत्री नरेन्द्र मोदी ने भी जीवन में वृक्षों के महत्व को जन-जन तक पहुँचाने के लिए “एक वृक्ष माँ के नाम जैसे अभियान का शंखनाद किया है जो भावनात्मक रूप से हम सभी को धरती की हरियाली से जोड़ता है। श्री महाराज ने कार्यक्रम के दौरान जलागम द्वारा प्रदेश में किए गये कार्यों पर आधारित पत्रिका “जलागम दर्पण” का भी लोकार्पण किया।
